  6. carrots - 1 medium (diced, sautéed)
  7. corn - 1/4 cup (optional, sautéed)
  8. capsicum (bell pepper) - 1 small (diced, sautéed)
  9. butter - 1 tablespoon (for béchamel sauce)
  10. all-purpose flour (maida) - 1 tablespoon (for béchamel sauce)
  11. milk - 1 cup (for béchamel sauce, add gradually)
  12. chili flakes - 1/2 teaspoon (for spicy flavor in béchamel)
  13. black pepper powder - 1/4 teaspoon (freshly ground, for béchamel sauce)

Instructions

  1. Cook the pasta: Cook penne pasta in a small amount of boiling salted water, stirring continuously to release starch (risotto style). Cook until al dente, approximately 11 minutes for good quality pasta. Drain and set aside.
  2. Sauté vegetables: In a pan, sauté diced carrots, corn, and capsicum over medium heat until they start to soften (about 10 minutes). Add chopped garlic later in the cooking process to avoid burning and cook for about 30 seconds.
  3. Prepare béchamel sauce: In the same pan, melt butter over low heat. Add all-purpose flour and stir to form a roux. Gradually add milk while stirring continuously to avoid lumps. Cook until the sauce thickens.
