Prepare Shrimp: Peel the shrimp, remove the back vein, and chop it finely.
Mix Filling: Put the chopped shrimp in a bowl. Add minced ginger, minced garlic, cornstarch, stock powder, soy sauce, and sesame oil. Mix well.
Prepare Rice Paper: Cut the rice paper into four. Stack three pieces of rice paper on top of each other, slightly staggered. Wet the rice paper.
Form Dumplings: Put a tablespoon of shrimp filling in the middle of the prepared rice paper. Gather the ends of the rice paper together and press tightly to stick together.
Steam Dumplings: Put the dumplings in a steamer for about 8 to 10 minutes.
Prepare Dipping Sauce: Mix 1 tbsp soy sauce, 1/2 tsp sesame oil, 1 tsp sugar, 1 tsp vinegar, and 2 tbsp water for the dipping sauce.
Serve: Serve the dumplings hot with the dipping sauce on the side.
