  9. all-purpose flour - 4 cups

Instructions

  1. Fry the Meat: Turn on the stove to medium heat and place the meat onto the pan. Cook until it starts to ooze out moisture, then allow it to be absorbed.
  2. Add Vegetables and Spices: Add the onions, scallions, and oil to the pan and sauté. Then add coriander, minced jalapeno, black pepper, and salt. Fry for a bit more.
