Instructions

  1. Prepare fish sauce broth: Stew fish sauce to extract flavorful broth. Filter the broth to remove solids and impurities.
  2. Marinate meat mixture: While the fish sauce broth is still hot, add sugar to dissolve. Let it cool slightly. Add minced lean meat, sliced green onions, and pepper to the broth. Mix evenly.
