Prepare the Meat Mixture: Grate the onion and add it to the minced meat. Season with salt, black pepper, cinnamon, seven spices, and paprika. Optionally add parsley. Knead the mixture well to distribute the spices evenly.
Shape the Kebabs: Form the seasoned meat into finger-shaped kebabs.
Prepare the Potatoes: Slice the potatoes about 1 cm thick. Place them in a bowl and season with salt, paprika, black pepper, chili seeds, and a small amount of oil. Mix well to coat all slices.
Arrange in Baking Tray: Place the potato slices around the edges of the tray. Leave the center empty for half of the kebabs. Drizzle remaining oil over the tray. Arrange the kebabs in the center and then adjust the potatoes if needed.
Add Sauce Ingredients: Distribute sliced tomatoes and hot pepper pods over the tray.
Prepare and Add Sauce: In the bowl used for marinating potatoes, add 3 cups of water, salt, a pinch of black pepper, and tomato paste. Mix well and pour the sauce over the tray.
Bake: Cover the tray with baking paper and bake in a preheated oven at 180°C (top and bottom heat) for about 1 hour until potatoes are mostly cooked.
Brown the Potatoes: Remove the baking paper and continue baking until the potatoes brown. Then turn off the oven and let the dish finish cooking in the residual heat.
Garnish and Serve: Sprinkle chopped parsley over the dish before serving. Serve with onions, salad, vermicelli rice, or white rice as desired.
