The term 'scofflaw' was created back in 1924 and was used to describe the lawless drinker (during prohibition in the US). The Scofflaw cocktail was reportedly created by a bartender at Harry's New York Bar in Paris and was somewhat of a taunt to those back in the US that were unable to drink legally.
